By 2035 Vietnam aspires to become a modern, industrialized, socially inclusive, and environmentally sustainable economy, built on durable foundations of good governance and participatory institutions. Through its record of breakneck development since the introduction of Đổi Mới reforms, Vietnam has shown promise to realistically aim for that journey. Whether or not it delivers on the promise will depend on the boldness of its vision and, equally, of its institutional and policy reform actions, particularly in the coming five to ten years
The past record therefore justifies the bold ambition but does not guarantee it. The development agenda is likely to be complex and fraught with challenges, reflecting in large part the bold ambition that drives it. The institutional requirements of graduating from middle-income status are likely to be much more demanding than those that were needed to become a middle-income economy
The Government of Vietnam recognizes the promise, as well as the challenges that this entails. In an effort to better understand its potential and the options to achieving it, The Government has invited the World Bank to jointly prepare with Vietnamese experts the Vietnam 2035 report. The commitment to undertake the joint project was solidified in July 2014 in an agreement, between World Bank Group President Jim Yong Kim and Prime Minister Nguyễn Tấn Dũng during the former’s visit to Vietnam.
The Government has established a Steering Committee to oversee the report, under the leadership of Deputy Prime Minister Vũ Đức Đam (Chairman) and the Minister of Planning and Investment, Mr. Bùi Quang Vinh (Vice Chairman). The report was launched on September 9, 2014 by Deputy Prime Minister Vu Duc Dam and the World Bank’s Vice President for East Asia and Pacific Region, Mr. Axel van Trotsenburg.

The Vietnam 2035 Report website was built to serve as an official channel of information to support the development of the Report.
The objectives of the Vietnam 2035 website are:
- To provide adequate and timely quality information on the status of the Vietnam 2035 and its activities.
- To host all materials related to Vietnam 2035, including materials for consultation, discussions and dissemination.
- To interact and gather inputs from target audience using the site’s interactive and/or feedback functions/mechanism.
