Ms. Pham Chi Lan is working as an independent economic researcher. She is concurrently a member of the National Council for Sustainable Development and Competitiveness Enhancement, and of the Advisory Group of the Vietnam National Assembly’s Economic Commission. Ms. Lan'sprofessional interests are in business development, particularly the development of private sector and SMEs, economic reforms and the internationalintegration process of Vietnam.
Ms. Lan is most known for her special achievements in working for the formulation of importantbusiness laws and policies in Vietnam. She had been hold some positions such as Vice President of the Institute for Development Studies (IDS) (2007-2009); Advisor to the Prime Minister of Vietnam at the Prime Minister’s Research Commission (PMRC) (1996-2006); Executive Vice President (1997-2003), Secretary General (1993-1997), Deputy Secretary General and Director General of International Relations Department (1986-1993) in The Vietnam Chamber of Commerce and Industry (VCCI); Member of the Government'sSteering Groupfor the Enforcement of the Law on Enterprises (2000-2006); Member of Steering committees set up bythe Government of Vietnam todraftthe Law on Encouragement of Domestic Investment (enacted in 1998), the Law on Enterprises (enacted in 1999), the Law on Competition (enacted in 2004), the unified Enterprise Law (enacted in 2005); Vice President of Vietnam-America Society(2000-2006) anda member of the International Bar Association and Vietnam Bar Association.
She graduated Hanoi Foreign Trade University in 1966. She was awarded the Certificate of Merits by the Prime Minister of Vietnamin1999 and theLabor Medal by the President of Vietnam in 2003for her contribution to the country's economic development. She also received Honorable Awards conferred by Minister of Justice, Minister of Trade and Chairman of the Office of the Government for her contribution to the development of legal infrastructure, trade and reform policy in Vietnam.
