Former Permanent Deputy Minister of Ministry of Education and Training (MOET).

Now he is the Member of the National Council for Science and Technology Policy; Member of the State Council for Professor Promotion; Chairman of the Council for the National Professor Promotion in Mechanical and Power Driving Engineering; National Professor, Senior University lecturer of Hanoi University of Science and Technology; Member of Accreditation Board of Quality Assurance of Education; Editor in Chief of Journal of Science and Technology of 7 Technical Universities of Vietnam; the President of Academic Board of Hung Yen University of Education and Technology; President and vice president of different associations.

As former permanent Deputy Minister of MOET he was in charge of higher education, professional education, testing and national university’s examination, accreditation of quality of education, Higher Education Reform Agenda 2006-2020 (HERA), Director of the project of higher education I (ODA), Professional Oriented Higher Education (POHE), Science and Technology, International Relations.

Before becoming the Deputy Minister he was the General Director of the Higher Education Department of MOET, Vice President of Hanoi University of Science and Technology (HUST); Vice Dean; The Head of Department of Material Machining and Industrial Instruments of HUST.

He received Engineer Degree of Mechanical Engineering in 1973, PhD of Mechanical Engineering in 1977, DrSc (Doctor of Science and Technology) in 1991, all three degrees in the Czech Republic. He received Associate Professor in 1996, Full National Professor in 2002; Honorable Title: People’s Teacher given by the President in 2010.

He was born in Nghe An province, Vietnam
