Before September 2013 he was Standing vice Minister of the Ministry of Planning and Investment (MPI). In this position, he was in charge of the preparation for the socio-economic plans per 5 years and per annual to submit to the Government; foreign economic relations and official development assistance (ODA); monetary and financial policies; economic issues of localities and territories; economic issues of rural and agricultural development; internal affairs; procurement management; information, media and publication.
During his career in MPI, before 2005 Mr. Cao Viet Sinh was General Director of the Department of national economic issues; Deputy General Director of the Department of enterprise management; and Deputy Director of the Institute of planning and norms studies.
He received his Bachelor degree and Ph.D on economics, both at the Moscow University on Agriculture, (Russia).
He was born in Quang Tri province, Vietnam
